The identity of the author of this document is unclear, but it may be Jacob Welsh, a 1774 graduate of Harvard College. Jacob Welsh (1755-1822) received an AB from Harvard in 1774 and served in the Continental Army during the Revolutionary War. Following the war he unsuccessfully tried to patent carding and spinning equipment, and tried to find employment in the construction and development of Washington D.C.
